Delhi Schedule of Rates, being published by Central Public Works Department from time to time, is a very comprehensive technical document and useful in execution of civil construction works. Apart from C.P.W.D., this Schedule of Rates is used as a guide by many departments, institutions, public sector undertakings, architects, builders, contractors, etc. The Central Public Works Department Schedule of Rates was first published in the year 1931, followed by a number of revisions/publications from time to time in order to bring it in line with the prevailing technologies and market rates. The Delhi Schedule of Rates were revised many times in the subsequent years viz 1977, 1981, 1985, 1989, 1993, 1997, 2002, 2007, 2010 (Reprint), 2012, 2013 & 2014. Earlier Hindi version of DSR was being published separately, but considering the convenience and mandate for use of Hindi, the present DSR has been made bilingual and covered in two volumes. The prices of labour and materials have registered some changes since last publication. Besides the cost, there has been spurt of new construction technologies and materials. This has necessitated revision of existing DSR 2014 to include the above changes. Although this DSR contains most of the items of DSR 2014, the nomenclature of existing items has been reviewed & updated wherever found necessary. The items pertaining to new technology and materials have been added in New Sub head 26 for use of field units and feedback on these items. I wish to place on record the technical input and effective coordination on the part of Shri Abhai Sinha, Spl. DG (HQ), Shri Balraj Chadha ADG (TD), Shri M.K. Sharma CE (CSQ)-(Civil) and the efforts put in by Shri S.P. Chaudhary Director (Tech. & PR), Shri P.P. Singh SE (TAS) and his team of officers in CSQ unit in finalizing the DSR-2016 in a short time. (4) PREFACE. 1.. Delhi Schedule of Rates-2016 includes the existing items of DSR 2014 with deletion of few obsolete items, merger of similar items and addition of new items in line with emerging trends in construction Industry.. 2.. DSR-2016 is based on the prevailing market rates of materials in Delhi as on 01.04.2016. The labour rates adopted are as per minimum wages applicable w.e.f 01/04/2016 issued by Govt. of Delhi/ Govt. of India, whichever is higher.. 3.. The cost index for DSR 2016 is 102 with reference to CPWD Plinth Area Rates 2012, having base 100 as on 01/10/2012.. 4.. This DSR 2016 shall be read along with CPWD specifications 2009 Vol.-I & II with up to date Correction Slips.. 5.. Following are the Salient Features of DSR-2016.. 5.1. DSR-2016 is bilingual and in two volumes.. 6.0. 5.1.1. Sub-head Nos. 24, 25 & 26 of DSR-2014 have been re-numbered as 23, 24 & 25 respectively due to separate publication of DSR for ‘Horticulture and Land Scaping’.. 5.1.2. New Sub- head No. 26 for New Technologies and Materials has been introduced.. 5.1.3. The rates of basic materials incorporated in this DSR 2016 are considered for the materials available in the market, conforming to BIS Standards/ CPWD Specifications.. 5.1.4. The items relating to uPVC windows have been made composite & units of measurement converted from metre to square metre with a number of possible combinations of window profiles. Provision for tolerance to profiles sizes have been made to allow for innovations and vendor variations.. Keeping in view amendments in IS: 383-2016, the use of manufactured aggregate (RCA & RA) have been permitted in the Concrete and RCC work.. IV.
(5) Salient Modifications and Changes in Sub Heads: 7.1. Carriage of Materials: Item No. 1.1.18 for ‘Disposal of moorum/ building rubbish/ malba/ similar unserviceable, dismantled or waste material by mechanical transport’ has been added.. 7.2. Concrete Work: The items with FINE SAND have been deleted.. 7.3. RCC Work: The items of 1:2:4 nominal concrete mix (M15) have been modified to 1:1 ½ :3 nominal concrete mix (M20) due to changes in IS 456 in the minimum grade of concrete to M20 keeping in view durability consideration. However, the use of nominal mix in RCC work is to be discouraged. The item no. 5.29 for Non- asbestos cement bonded wood particle board 6 mm thick as per IS: 14276 for covering of expansion joints has been added.. 7.4. Brick Work: The item No. 6.47 for ‘Autoclaved Aerated Cement blocks masonry with polymer modified adhesive mortar’ has been added.. 7.5. Stone Work: Item No. 7.23.5 wall lining (veneer work) with Gang saw cut sand stone has been added.. 7.6. Marble Work: Item No. 8.13 for Polished Granite stone flooring has been added.. 7.7. Wood Work: Item No. 8.13 for Cement bonded wood particle board as per IS:14276 has been added. Item Nos. 9.147.A to 9.147.F.4 for uPVC shutters having mode of measurement in square metre have been added by replacing old item in running metre. (6) 7.13. Road Work: Item No. 16.95 to 16.97 for Gabion structure with Mechanically Woven Double Twisted Hexagonal Shaped Wire mesh Gabion Boxes have been added.. 7.14. Sanitary Installation: Items pertaining to Hubless pipes as per IS:15905 ( 22 Nos.) vide Item Nos 17.35.1.3 to 17.60.2.3 have been added. Item No 17.81 pertaining to floor mounted double siphoned water closet have been added.. 7.15. Water Proofing : Item No. 22.22 to 22.26 for waterproofing treatment have been added.. 8.0. New Technologies and Materials With a view to give boost to make in India initiative of the Government, a new sub Head has been added for New Technologies and Materials. These new items are included for a period of two years and then performance shall be reviewed. Following are items added under this sub head.. 8.1. Relevant items for modular kitchen.. 8.4. Items relating to Polypropylene Geogrid, Nonwoven Geotextile drainage composite and High strength flexible Geogrids (HSFG) as soil reinforcement.. 8.5. Items for Aluminium profile industrial troughed sheet roofing.. 8.6. Security guard with and without gun.. 8.7. P/F Densified calcium silicate false ceiling tiles, GRG false ceiling tiles and Mineral fiber false ceiling tiles.. 8.8. Repair and Rehabilitation 13 Nos. Items. 8.9. New Technology items viz. Light Gauge Steel Framed Structure (LGSFS), Expanded Polystyrene Core (EPS Core) wall panel and roof/floor panels and Customized Aluminum formwork for monolithic construction.. 8.10. While preparing the DSR, it is ensured that brand name, product of any particular company, proprietary items does not find place in the nomenclature of the items. In case, any such item having brand name/ manufactures name is noticed, it may be brought to the notice of Superintending Engineer (TAS), CPWD, Nirman Bhawan, New Delhi for remedial action.. 9.0.
